JOB SUMMARY


The procurement Specialist will be responsible for directing and undertaking evaluations, on a continuous basis, of the procurement function within the Foundation to ensure the ongoing delivery of best-value supplies, services, and works from wherever they are sourced. Also, he/she will assist with the effective running of the foundation procurement function.


DUTIES & RESPONSIBILITIES


To assist in the preparation of tender documents to ensure the production of realistic and commercial tenders.

Review and verify purchase requisitions and seek potential suppliers in the market in order to obtain quotations for the best price.

Preparing RFQs, and RFPs and monitoring the procurement process till price negotiations and awarding

To assist with the analysis of information and in providing recommendations to the foundation in charge, departmental senior managers, and Chief Officers regarding the awarding of tenders, contracts, etc.

To participate in the drawing up of contracts for the foundation, suitable and adequate service level Criteria are set, and the most advantageous balance of quality and cost is achieved.

To assist in the management of assigned contracts, having responsibility, for bench marking, quality assurance, and service levels, and initiating corrective action as required.

To assist in liaising with service users and other external groups to ensure that contracts comply with benchmarking, quality assurance, and service levels as well as all the foundation's internal policies.

To identify new work areas, including the sourcing of new suppliers, methods, and practices to meet the requirements, as well as conduct risk assessments.

To help implement and develop, with all external contractors, the foundation policies, in respect of sustainability, health and safety, equal opportunities and others as directed.

To assist in developing and encouraging alternative procurement and partnership arrangements that are consistent with the foundation's aims and best-value service delivery.

To always operate within the Ethical Code, internal by-laws and Jordanian enforced law in dealing with suppliers and colleagues.

To assist them in the marketing of the services and initiatives to internal and external customers.

To advise on price, product, and market trends.

To assist with the provision of advice to the foundation and its departments on matters concerning legislation, the environment, and best procurement practices.

To assist in providing advice on the administration of all contractual arrangements and amendments to enable timely forward transition to departments and users.

To help monitor and control the day-to-day operation of the service to ensure that financial and other operational targets are met.

To assist in the development and maintenance of appropriate systems and records as required.

To assist in the preparation of detailed forward plans of work commitments.

To undertake specific allocated projects and prepare timely reports as required.

To liaise with departmental staff, other departments, contractors, and other statutory authorities in matters relating to work as appropriate

To liaise with specialists and consultants as appropriate to obtain assistance and advice.

To carry out all duties of the post in accordance with agreed procurement practices.

Manage relevant and external meetings, seminars, training workshops and other work-related issues as required, preparing, and presenting reports as necessary, which may involve working.

To support peak workloads in other areas, to maintain progress against targets, in accordance with the current priorities.

To maintain an awareness of advances in technology to assist in improving effectiveness and efficiency and report on implementation into working practices.

To review policy and procedures relating to procurement responsibilities and make recommendations.

To assist in the development and implementation of innovative practices and procedures.

To implement changes resulting from new and revised policies and legislation.

To ensure that agreed policies, appropriate to standing orders and financial regulations are followed in the performance of the sought duties.

To understand and comply with Equal Opportunities and Environmental Policies.

To carry out all duties considering issues of confidentiality and the Data Protection Act.


JOB SPECIFICATIONS


Bachelor's degree in a business field such as economics, logistics, supply chain management, operations management, finance or engineering, mathematics, or statistical analysis).


5-7 years’ experience as a senior supply chain and procurement officer


A professional designation related to supply chain is a plus, like The Certified Supply Chain Professional (CSCP), The Certified Professional in Supply Management (CPSM), and The SCPro™

Working Conditions


The working environment is comfortable and equipped with all office required tools, yet the holder of this position might experience special working conditions.

Special working conditions cover a range of circumstances, including but not limited to regular evening and weekend work, working outdoors, and field work, working with challenging stakeholders, traveling overseas, the planned and unplanned ones,office-required and so forth
