Médecins Sans Frontières Belgium is looking for Yemeni nationals to recruit for the following position:

LEARNING & DEVELOPMENT SPECIALIST

Location: Aden - Coordination office 
Contract duration: One year renewable
Contract type: Full time contract

Main Purpose:

Development, implementation, maintenance and monitoring of the L&D work in the projects according to MSF poli-cies, standards and values – in order to support a continual high level of capability and performance to meet opera-tional goals. Contribute to the development of L&D activities in the projects by sup-porting the Management Team in the analysis of learning needs and use of appropriate L&D solutions. Provides active support to staff (international and national) regarding the use of L&D tools and the implementation of work-related L&D activities in the project. This position is intended to be anchored in a big project rather than in the coordination of a mission, with a focus on activating L&D directly in teams, communities of practice and in experiential, on-the-job situations.

LnD Specialist responsible for the management & implementation of LnD activities in the mission, providing the technical support to the projects across the mission according to MSF standards and mission LnD policies and proce-dures. 

Key of responsibilities:

  • In collaboration with the HR Coordinator, Head of departments, HR Manager, Activity Managers and Supervisors, carry out a learning needs analysis at the individual, team and mission level.
  • In collaboration with the HR Coordinator, participates in drafting an LnD actions plan, chronogram of activities and budget for LnD activities.
  • Carry out feasibility studies in the project to provide line managers with alternatives and possible solutions. 
  • In collaboration with the HR Coordinator, define and/or review the LnD procedures and tools.
  • In collaboration with the HR Coordinator, HR Managers, Activity Managers and Supervisors, manage and follow up on the LnD activities planned, budgeted and validated. 
  • Upon approval of line manager, identify the learning needs of individual members of staff, supporting LnD plans and solutions.
  • In close collaboration with the HR Managers, plan and support all LnD aspects of the employee development cycle:
    • Provide guidance and support on relevant aspects of the recruitment process.
    • Provide guidance and support towards the induction and onboarding process.
    • Provide guidance and support to implement the feedback feed forward process.
    • Provide guidance and support to prepare individual learning and development plans.
  • Document, file and compile records of training courses and learning programs. Share the documentation with the hierarchical and functional managers. 
  • Monitor the documentation done by the HR Assistant in mission locations. This includes monitoring the quality of certificates, encoding on Homere, filing and the compilation of records of training courses and learning programs.
  • Provide advice and technical feedback about the quality of implementation of LnD activities. When required, assumes a Flying/Mobile role to provide L&D technical advice and support to other parts of the mis-sion in collaboration with the PAM and HRCo, as the L&N Specialist role requires frequent field visits (40%).
  • Defines procedures and ensures the implementation, monitoring, maintenance and correct functioning of the L&D tools, processes and plans. 
  • Manages L&D activities in support of and in close collaboration with the field supervisors, managers &/or field coordinators responsible for each department (logistics, medical, supply, etc.). 
  • Planning and preparations of L&D activities in support of and in close collaboration with all coordination team members, and support LnD activities in the projects with close collaboration with HR Managers.
  • Ensures the proper documentation done by the HR Assistant in mission locations including certificates, encoding on Homere, filing and the compilation of records of training courses and learning programs by following up on the HR Assistants and Managers in Coordination and project.
  • Acting in flying role to provide L&D technical advice and support to other parts of the mission, according to the L&D set-up agreed upon.
  • In close collaboration with the PAM, plans & supports all L&D aspects of the employee development cycle: , induction processes, individual and team development & training plans, performance evaluations, relevant as-pects of recruitment, as well as communication about and upkeep of L&D tools and opportunities. Ensures follow-up and evaluation to support staff in transfer of learning to performance after L&D processes and learning events. 
  • Ensures the proper documentation, filing and the compilation of records of training courses and learning programs and regularly shares them with the hierarchical and with the functional report (HR Manager, PAM, HR Coordinator). 
  • Acts as a technical L&D specialist, providing advice, technical feedback, and follow-up on the quality of implementation of L&D activities linked to operational needs and objectives. When required, assumes a Flying/Mobile role to provide L&D technical advice and support to other parts of the mission in collaboration with the PAM and HRCo, as the L&N Specialist role requires frequent field visits (40%).

Key of responsibilities:

  • Carries learning needs assessment and feasibility studies in the project to provide line managers with alter-natives and possible solutions. Upon approval of line manager, liaises directly with the staff to identify learn-ing needs, supporting L&D plans & solutions and prioritization of requests.
  • Collaborates with HR Referents on different LnD projects such as detachments & mobility, feedback process and language policy.
  • Monitor, monthly, quarterly, and yearly reporting of all LnD activities in the mission, including detachments (sending & receiving), internal mobility (swap, gap filling or support) and trainings records (online & face to face). 
  • In collaboration with HRCo; supports in detachment process management, ensures that mission detachment SoP’s are implemented, tracking and monitoring for detachments and documentation and upload them on HOMERE together with PAM.
  • In collaboration with PAM/HRCo to present and follow up on the feedback process implementation in the mission, act as a technical referent for the process and ensures its implementation.   
  • Provides training and presentations when required, online or F2F”, and organizes LnD events.
  • Prepare L&D newsletters for the mission on quarterly basis.
  • Promotes online Webinars and Trainings through MSF platforms (i.e. TEMBO).
  • Supports and promotes participation of staff in intersectional LnD opportunities.

QUALIFICATIONS AND SKILL REQUIREMENTS

Education    

  • Degree in the field of HR, learning and development, organizational development and/ or relevant experience. 

Experience    

  • Essential previous working experience of at least two years in relevant jobs. 
  • Desirable previous experience with MSF or other NGOs.
  • Well-versed with the employee life cycle and its related L&D processes.
  • Experience in delivering basic level training courses based on adult learning.

Languages: Mission working language essential
