ROLE OVERVIEW

The role requires Managing and performing the Quality Control functions/activities of multiple projects including Quality Control inspection schedules and the collection of Quality Records to ensure the projects is constructed in accordance with the established minimum standards.

 

Direct oversight and assign tasks to QA/QC Supervisors and working closely with related engineering, construction teams for managing contractor`s performances and adhere to NEOM quality standards and protocols.

 

Managing quality and workmanship of every activity, precise knowledge of all aspects of engineering construction relating to CivilArchitectural, Mechanical, Electrical etc.  discipline interfacing the multidisciplinary processes.

 

Monitor Quality Control measures on multiple job sites simultaneously with proper coordination and documentation.

 

 

REQUIREMENTS SUMMARY

  • Senior Project Quality Manager shall monitor the overall Quality Services of ETSD such as management of Inspectors, productivity, information flow and management, processes, reporting etc.
  • Planning and monitoring of the Quality functions and activities of a region or its parts to ensure the project is constructed in accordance with the established standards, fully capable of reading drawings.
  • Work closely with Senior Management to report overall performance.
  • Manage productivity and maintain high level of Performance of all the employees.
  • Address any Quality issues from different regions/sectors and coordinate with Subject Matter experts for advice.
  • Help to mitigate any disruptions to the construction activity or any other activity that endangers the safety and security of the employees on site.
  • Facilitate NCR management, audit, and risk management in NEOM regions/sectors.
  • Help facilitate continuity of operations including crisis management.
  • Monitor site and Inspection activities, review staffing requirements and engage mobility teams wherever required.
  • Devise, improve and review Quality control processes from commencement to handover of the projects, including third-party inspections.
  • Reviews the status of all current and new projects for reporting. Monitors the progress of projects for resource planning.
  • Ability to communicate effectively, both verbally and in writing, with non-technical and technical staff at various levels of the organization.
  • Able to define and prioritize issues and then solve the problems through networking with other stakeholder’s source.

 

 

ROLE COMPETENCIES & ACTIVITIES

  • Develop and implement quality control methodologies to ensure compliance with quality assurance standards, guidelines and procedures in each assigned task.
  • Responsible for the overall management and supervision of the Construction Quality Control (QC) staff comprising of structure, vertical, civil, mechanical, electrical & instrumentation leads. 
  • Review requirements for processes or products for contractors / suppliers and monitor their compliance & coordinate elaboration, validation & monitoring of ITPs (Inspection & Test programs) and subcontractors QC plans to ensure compliance with the Construction Quality Program.
  • Oversee quality control procedures on construction projects from start to finish, including coordination and review of third-party inspections and material testing including all non-destructive testing, certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
  • Provide QC reports that reinforce activities that are being constructed in conformance with each specific project's established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner
  • Coordinate with the site project manager on all quality issues and chair the QA/QC site weekly meetings with the projects sub-contractor’s QC personnel
  • Monitor construction activities to ensure that they are moving according to predetermined schedules, while meeting acceptable construction industry standards.
  • Organize relevant Quality trainings to increase the knowledge of QC in all phases of the Engineering and Construction phases.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 10+ years of proven experience in the construction site/ field Quality Management with at least 5+ years of international site experience from Civil & Mechanical engineering background
  • Major project experience in construction quality control activities along with strong design engineering background and a broad understanding of multiple disciplines and their interfaces.
  • Solid knowledge and understanding of international regulations and guidance applicable to Quality Control and method validation.
  • Experience with managing field engineering, inspection, and NDE related to all QA/QC functions.
  • Experience with managing field engineering, inspection, and NDE related to all QA/QC functions
  • Experience in KSA/GCC market. (advantage)
  • Experience in the region of projects in mega projects.
  • Experience in developing and monitoring project QA/QC budgets
  • Advanced experience working within local jurisdictional and regulatory authorities.
  • In depth understanding of quality control procedures and techniques in the construction industry, including independent verification processes.
  • Required to have a thorough knowledge and understanding of all aspects of construction, including horizontal and vertical construction, highway bridges, Infrastructure (including Hotels, Schools, Shopping malls), Tunneling, and other works.
  • Advanced knowledge of project specific documentation related to equipment turnover, inspection, testing, repairs, and alterations including international engineering standards and codes.
  • Required to have a detailed and thorough knowledge and understanding of how to read and comprehend construction drawings, engineering reports, and materials specifications
  • Strong experience in managing quality audits and compliance activities in a large construction multi projects organization.
  • Good knowledge in the engineering, manufacturing, and technical services industry in relation to quality assurance & quality control.
  • Advanced knowledge of welding inspection and related NDE methods (MT, PT, UT, and RT), including ASME, API requirements.
  • Organized, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks.

Qualifications

  • Bachelor’s degree in engineering, Project/ Construction management or related field. (required), master’s degree (advantage)
  • Certified as a quality professional from certifying bodies, as a minimum successful completion of an ISO 9001 Lead Auditor Course. (required) with QC experience and certifications will be considered
  • Applicable certification in Quality, e.g. Six Sigma (Green Belt), Certified Quality Engineer (CQE) (advantage)
