The role?
- Sound experience in Pipeline Pre-commissioning, Commissioning, Decommissioning, and operation pigging at both onshore and Offshore projects.
- The Project Engineer will work in a pre-commissioning team within the engineering department to support subsea projects (deep-water/shallow water and umbilical’s) and tenders.
- This is an operational and technical position reporting to the Regional Engineering Manager, located in UAE.
- To deliver efficiently and on time specifically assigned projects to stakeholders as directed whilst maximizing the potential for EnerMech.
- To control the assigned projects in terms of deliverables and budgets
- Responsible for project engineering tasks (technical procedure write-up, calculations for projects and technical proposals), from initial kick-off to final account.
- Sound experience in technical bids preparation and pre & post bid clarification.
- Perform multi-discipline coordination of engineering and all other functions necessary for project delivery.
- Office-based duties will also include direct control of all operational and financial management activities to ensure effective project completion, project status reporting, and project close-out documentation.
- Responsible for maintaining schedules for relevant project resources.
- Proactively identify and communicate risks to project schedules, deliverables, and costs
- Site-based duties will include being a client representative with responsibility for all aspects of work scope implementation in accordance with client and company procedures.
Main Responsibilities & Key Result Areas;
Project Responsibilities:
- The daily work involves preparation and execution of pipeline pre-commissioning activities, which includes analyzing specifications, preparing procedures, ordering pre-commissioning related items, advising project teams with regards to pipeline head design, offshore supervision, etc.
- Key areas of responsibility include management of subcontractors/suppliers, project engineering, and offshore representation.
- Review and familiarization of Company required scope of work, drawings, project specifications and standards related to pre-commissioning/Commissioning/Decommissioning/Umbilical work scopes.
- Review project subsea structure design (valves, connectors, bends, tees etc.) to ensure pigging and hydrotesting feasibility.
- Develop project specifice method statement including overall philosophy, MDR (list of procedure and as-built documentation deliverables)
- Identify the commissioning personnel and equipment list requirement including consumables and spares.
- Prepare scope of work and Purchase Requisition (PR) for the pre-commissioning equipment such as pig launcher/receiver, pigs, flanges, hot stab connectors etc as per required required specifications.
- Assess and selection of subcontractor/vendors.
- Participate in the development of any required Company mechanical completion/facilities handover system database.
- Coordinate internal and external technical interfaces with project team, subcontractors, vessel/platform personnel, client and third-party contractor and report on status of work, potential delays, problems, etc.
- Participate in project risk analysis review, constructability review, HIRA sessions, operation readiness review and safety workshops, regarding scope activities.
- Follow-up project activities on the work site and report to the project lead and office. Ensure that all work is performed consistently in accordance with project procedures and to the highest technical and safety standards.
- Capture and record pre-commissioning lessons learnt during and on completion of the project (engineering phase and offshore operations).
- Manage pre-commissioning budget and CTR during project engineering phase with adequate resources for the Scope of Work and project deadlines.
- Responsible for the delivery of work scopes, from initial inquiry to final account.
- Both working alone and contributing to multi-discipline project teams for the purpose of delivering our client's projects including management of and communication with 3rd party suppliers, subcontractors, and EnerMech service departments.
- Performing onshore and offshore site surveys as necessary to acquire input data.
- Performing and, where appropriate, leading site work scopes as EnerMech responsible project engineer
- Responsible for the collation of project-related documents such as but not limited to job tenders/costings, project plans, work schedules, work scope implementation methodologies, and closeout and certification documentation.
- Accountable for the accurate completion of purchase requisitions
- Responsible for progress chasing where required.
- To plan, provide for, and deliver pre-job briefs for assigned activities.
- Responsible for ensuring materials, personnel, and equipment are fit for purpose, available, and dispatched in a timely manner for assigned activities.
- Responsible for the management including tracking of control of, and progress reporting of all costs associated with assigned activities or work scopes.
- Control of and issue of documentation to company and client standards
- Responsible for drafting and issuing project change documentation capturing scope growth and or variations.
- Identify and communicate risks to the project and manage them appropriately.
- Organize and conduct trainings for Project crew, Jr. Engineers, and Engineers quarterly.
Technical Bids:
- Review of COMPANY/Contractor project scope of work
- Prepare Technical bid summary that includes Scope of Work methodology, equipment list, personnel category allocation, consumable calculation, engineering calculation , pre-bid & post-bid clarifications.
- Develop plan, qualifications, schedule and budget including required equipment spreads.
- Attend Client technical clarifications meeting, as needed
- Define execution plan.
- Identify main risk associated with the project.
Specific Area Of Expertise:
- Pipeline and flexible lines flooding, flushing, cleaning, gauging and hydrostatic testing
- Pipeline vacuum/filling
- Pipeline caliper/intelligent pigging.
- Pipeline dewatering, MEG conditioning/drying and nitrogen inverting
- Topside nitrogen/helium leak testing
- Pig detection, leak detection
- Mechanical completion/facilities handover system database management
- Commissioning/De-commissioning.
Recognized Qualifications and Experience;
- Higher National Diploma in a recognized and relevant engineering discipline or equivalent with a willingness to develop further education.
- Valid OGUK Survival and Medical.
Preferred:
- Engineering degree or similar qualification with appropriate experience.
- Project management qualification.
