Sr. Budget & Recovery Control (Petrochemical)

  • Responsible for all Financial Planning, Budgeting & Cost Control for the OIE (Engineering & Construction) and OIH (HSE) departments in OI including the preparation of Work Program & Budget for the next 5 years as per COMPANY Corporate Budget Guidelines. Responsible to carry out other ‘Business support’ activities, planned /unplanned, as required by higher management or by contingent situations.
  • Being responsible for timely identification of Budget issues, act pro-actively to minimize the possible negative impact on the IS Operations and advise the respective departments to take prompt action to mitigate the consequences.


Your Tasks


  • Responsible for preparation, monitoring and control of OIE and OIH departments’ financial activities including budgeting, actual costs, year-end accruals and commitments. Monitor and control the departments’ annual operating and capital budget of approx. QR 200 million.
  • Responsible for timely preparation and coordination with departments for Capital budget revisions as requested through MOC (Management of change) and other Operational requirements (Shutdown plan, drilling sequence, other initiatives etc.)
  • Responsible for current year Budget Control: Assist assigned Departments in their day-to-day budget/costs control by being pro-actively involved as the Budget Focal Point. Identify areas for cost optimization opportunities and enhance department budget utilization. Review and release ROs, SES, PRs for correct cost allocation to cost centers and GL accounts.
  • Responsible for current year Budget Change Management: Prepare requests for ‘Budget revision’; ‘Supplementary Budget’; ‘Budget Transfer’ and ‘Cost Re-allocations’ with adequate justification and supporting, coordinate with FRB for all financial issues and follow-up till final approval.
  • Responsible to prepare and analyze IS Financial Reports for Departments’ Reference and Management review. Prepare the ‘Monthly Plan Vs Actual Report’; ‘Quarterly Variance Explanation Report’; Departmental Financial KPI preparation in order to monitor Budget status and timely identification of eventual budget over-run.
  • Review and update CWIP (Capital Work-in Progress) report from Finance and prepare Asset Capitalization Certificates for Capital Projects in coordination with assigned departments.
  • Responsible for preparation, monitoring and control of Recovery Budget & its related activities for IS departments for the services provided to Joint Ventures of COMPANY (i.e. Qatar gas, NOC etc.)
  • Review all EIPs (Electronic Invoice Processing) for payment to vendor before sending to higher Management for approval. Monitor continuously Accounts Payables Ageing report (for overdue Invoices) and follow-up with respective departments for resolving related issues.
  • Coordinate Cost allocation from OI departments to other departments. Review and validate cost allocation from other departments to OI in order to ensure correct PUCR for Idd El Shargi reporting.
  • Contribute towards carrying out other ‘Business support’ activities, planned/ unplanned, as required by higher management or by contingent situations (e.g. Cost Optimization due to Low Oil prices, Budget revisions to comply with the change in Shutdown Plan/change in Asset management strategy etc.)


Your Profile


  • Bachelor’s Degree in Commerce / Accounting / Finance / Economics or Science, from an accredited University OR Professional Qualification such as ACA, ACCA, CPA, CMA etc. (Post graduate qualifications are desirable).
  • Preferably 7+ years of experience with at least 4 years in supervisory position with relevant work experience in a similar position including Economics, Management / Financial Accounting, Reporting, Budgeting, Estimating, Planning and Costing functions in Oil and Gas Industry.
  • Good interpersonal, problem solving, analytical, communication and presentation skills.
  • Good command of English (both verbal and written skills).
  • Knowledge in Microsoft applications and good working experience in integrated database system is essential (SAP preferred).
  • Works with confidentiality, integrity and work ethics; follows policies and procedures of the Corporation; proactive, innovative, improvising and seeks opportunities for continuous improvement.
  • Ability to effectively manage diverse and multi-cultural task force. Readily available to assimilate information and highly flexible in approach to adjust in changing environment.
