About The Position

Dexis is seeking an experienced Senior Monitoring and Evaluation and Learning (MEL) Specialist to provide monitoring and evaluation technical services for an anticipated multi-year contract with the USAID mission in Jordan. The purpose of the Activity is to assist USAID/Jordan to create a dynamic learning environment among development actors that is focused on innovation, quality, and knowledge sharing. The Activity will support the Mission through services for designing and conducting evaluations, monitoring the performance, and applying learning and adaptive management, while building sustainability through capacity building of USAID and Implementing Partner (IP) staff as well as local stakeholders. This is a long-term position based in Amman, Jordan. 

Responsibilities

The Senior MEL Specialist will be the technical lead for Monitoring, Evaluation, and Learning activities. S/he will be responsible for managing all evaluations, assessments, and technical activities as well as translating evidence collected into guidance for implementation. The Senior MEL Specialist will also act as a main point of contact between senior country counterparts, donor representatives, and implementing partners, and will thus be expected to resolve work issues related to the technical aspects of the project. Further duties and tasks include, but are not limited to:   

  • Working closely with project leadership to incorporate all activities into a coherent work plan 
  • Planning, sequencing, and implementing all activities set out in the work plan 
  • Overseeing, recruiting for, and participating in evaluations and assessments throughout the life of the contract 
  • Serving as the evaluation team leader of select evaluations under this contract 
  • Designing methodologies, detailed SOWs, data collection tools, performance monitoring plans, etc. 
  • Providing MEL strategy, feedback, and technical assistance to evaluation project teams, including technical reviews of draft evaluation reports, evaluation methodology, data collection tools, and other deliverables.  
  • Contributing to USAID/Jordan’s monitoring efforts, including, but not limited to, review of IP Activity MEL Plans and support for USAID’s Performance Management Plan  
  • Contributing to the production of reports, MEL trainings and webinars, and other deliverables for the Contracting Office 
  • Assisting with data analysis and presentation of data findings 
  • Overseeing a technical team of MEL specialists  
  • Overseeing subcontractors and consultants participating in data collection, delivery, and reporting 
  • Supporting the planning, budgeting, and logistics for MEL activities and capacity building trainings 
  • In collaboration with USAID, identifying training needs for program monitoring within the mission and amongst local implementing partners 
  • Assisting with strengthening the capacity of local MEL professionals and organizations through coaching, on-the-job trainings, and webinars. 

Qualifications

  • Master’s Degree in international development, economics, statistics, research methods, political science, public policy, social science, or a related field. 
  • At least 7 years of relevant Monitoring, Evaluation and Learning experience, including data analysis and assessment, designing evaluation methodologies and SOWs, indicator development, and utilizing data quality verification techniques for large development projects 
  • Proven experience conducting trainings and capacity development activities, as well as facilitating learning events 
  • Previous experience working with USAID and familiarity with their policies related to evaluation and performance management 
  • Written and spoken proficiency in Arabic and English 
  • Excellent written and oral communication 

Preferred Qualifications

  • At least 10 years of relevant experience 
  • Experience analyzing data, and presentation of data for use and application 
  • Familiarity with the current MEL ecosystem in Jordan
