Job Description
· Studies, analyses and evaluates tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards and coordinates with the Sr. Estimation Engineer or Estimation Manager for the overall risk assessment and bid decision.
· Prepares and finalizes project cost estimates in terms of the required material as per bill of quantities (BOQ), amount of works, materials/ equipment/ and manpower requirements during the tendering phase; this includes all systems, products and services to Client’s specifications and RFP requirements.
· Liaises with Procurement Department to negotiate with approved vendors / suppliers and subcontractors for various supplies/ material as per project (pre/ post tender).
· Prepares and Finalizes estimation of all direct and indirect costs and consolidates tender documents for review and approval of Sr. Estimation Engineer or Estimation Manager.
· Identify and propose Value Engineering to reduce the overall cost of the project including introducing ideas which will not have a major impact or change to Employer’s Requirement but can reduce the cost for executing the projects.
· Check and reviews Tender documents;
Prepare Project Information Sheet;
· Designate QS’s responsible for quantity take-off;
· Identify items/trades that require Request for Quotation;
· Identify Supplier/Sub-Contractor price for Estimation Manager approval;
· Proper building up of the unit rates for Direct works taking into account labour cost, materials, subcontractor’s cost, overhead & profit, etc…
· Scrutinize all RFP documents and review the same including identifying of any discrepancies between specifications, drawings and other Tender documents, and thereafter clarify the same from the Client to allow the proper pricing of the Tender.
· Prepare Direct and Indirect cost estimation sheets in line with Company’s procedures for review of Estimation Manager or Sr. Estimation Engineer.
· Prepare the BOQ for Estimation Manager review & approval;
· Confirm with Estimation Manager the Final Price of the Project;
· Attend site visit, pre-tender & post tender meetings;
· Coordinate with MEP Director for Site Mobilization requirements and MEP Subcontract price;
· Coordinate with Planning Manager for Preliminary Tender Program & Method Statement required;
· Coordinate with QHSE Manager for Safety requirements of the Project;
· Preparation of Technical & Commercial Evaluation sheets for all packages in the Tender including Comparison Sheets, etc.
· Preparation of Technical and Commercial Submittals for the Tender in line with RFP requirements.
· Update Tender Status;
· Provide all Tender Documents for the following if Project is awarded;
· Projects Director (Project Manager)
· Planning Director
· Cost Control
· M.E.P. Director
· QHSE Manager
· Project Team
· Document Control Department
· Final Review of prepared tender documents and ensures that tender deadlines are met;
Efficient and prompt retrieval of records by the EDMS.
