Chief Financial Officer - Fintech

Our client is a federal entity providing data & services in the Fintech Sector. They are currently looking to hire an accomplished Chief Financial Officer to plan and manage the organization's financial strategy.


The role is open to UAE national candidates as a preference. Bilingual candidates (English/Arabic) are also encouraged to apply.


Role Summary

Lead budgeting, accounting, and investment with key responsibilities to oversee the management of company finances, corporate administration and fintech innovation. The incumbent shall manage payables, receivables, general ledger, budgeting, and cash management in-line with International Financial Reporting Standards and in accordance with internal policies and procedures. Shall scout investment opportunities, manage portfolios and report on investments in line with company policies.


Main Duties and Responsibilities

 Strategic leadership executing plans through utilizing all available vendors and resources to ensure the sustainability and efficiency of back-office operations relating to finance and administration.

 Development of strategy, business cases and finance material for senior management and stakeholder reviews.

 Lead the Finance & Administration activities through inspiring and fostering a team-based culture, ensuring positive and collaborative interactions with colleagues and vendors to ensure the highest level of professionalism, efficiency and productivity in meeting the company’s day-to-day requirements.

 Active management of Budgeting Committee (and others as may be required) as defined under the Internal Governance Framework and to ensure constant alignment with business objectives and timely decision-making on operational matters.

 Review and update the management of annual budgets and company financial performance against limits.

 Act as a control point for all approved expenses ensuring full alignment with approved corporate strategies, budgets and investments.

 Always enforcing and maintaining Delegation of Authority for the financial approvals.

 Prepare monthly and quarterly management variance reports as input for recommendations in Budgeting Committee meetings.

 Oversee management of external auditors to ensure half-year and annual financial statements are completed for Board and committee review and approvals.

 Principled control of company cashflow and guidance to leadership boards on optimal utilization of excess company funds including recommendations for investment strategies to maximize returns with the ability to recommend diversified investment strategies/plans.

 Ability to lead merger and acquisitions activities in addition to being an expert in the financial markets.

 Regularly develop ERP systems and controls to enhance automated workflows and operate a fully automated and paperless finance and administration function.

 Ensure the organization is always compliant with all government licensing, taxation and other requirements.

 Develop and manage policies, procedures, standards and checklists required to run clean and transparent operations.

 Monitor team performance quarterly to ensure all objectives and assignments are fulfilled with satisfaction.

 Set financial KPIs and OLAs for all department and section tasks and monitor and report performance against such metrics.

 Work with Data Analytics to develop crisp and value addition for the top management allowing them to take clear and faster decisions including the automating financial reporting in its multiple facets through dynamic dashboards.

 Assist in setting up all requirements for executing and testing company disaster recovery and business continuity plans.

 Continuous innovation for better and improved department efficiency, productivity and standardization.

 Assessment and design of business controls in line with corporate risk assessments to ensure compliance with laws, regulations and policies, maintain confidentiality and minimize impact and likelihood of risks on the organization.

 Establishing clear reporting line structures to ensure business continuity and support talent development for corporate succession planning.

 Regularly monitor employee performance and identify talent gaps in order to plan for talent development program that focuses on having the company has the appropriate level of skills and competencies.


Experience and Knowledge

1. Minimum experience of 10 - 15 years in managerial role reporting into CEO or equivalent

2. Held direct P&L and strategic investment responsibilities

3. Proven track record in managing teams, executing strategies and delivering results

4. Knowledge in credit bureau, information services or technology-driven industries

5. Knowledge of technological applications in business environments

6. Knowledge of product development and deployments-Preferred

7. Knowledge of applying technology to benefit customer-Preferred

8. Experience in project management

9. Experience in use of common business software applications

10. Experience in driving and implementing digital transformation for business growth

11. knowledge of commercial agreements and business frameworks

12. Experience in leading complex and major change initiatives

13. Experience in managing setting up and managing big data platforms

14. Experience in vendor capacity management and MSA/SLA contract management


Education and Skills

1. Educated with at least a bachelor’s degree with specialization in Finance Required

2. Industries certifications in Finance Management-Preferred

3. Proficient in English

4. Proficient in Arabic

5. Strong leadership and team management skills

6. Excellent communication and presentation skills for all levels (vendor to board) Required
