Job Description

Together with UNESCO, we are recruiting a Partnership and Coordination Officer for an assignment until end of 2025 with possible extension to be based at the Ministry of Education in Amman, Jordan.

Background

NORCAP is part of the UNESCO-led “System Strengthening Partnership" (SSP) programme with Jordan’s Ministry of Education (MoE). The SSP programme is supporting the MoE to strengthen data collection, utilisation, monitoring, evaluation, reporting, research, and evidence-based planning and policymaking in support of successful implementation of its Education Strategic Plan (ESP) 2018-2025 and complementary Strategy for Mainstreaming Gender Equality in Education.

A key aspect of the programme is the support to the MoE and development partners with the Partnerships and Coordination structure under the Education Strategic Plan (ESP) to facilitate implementation and monitoring of the ESP, as well as inclusive policy dialogue in the education sector. The overall objective of the assignment is to strengthen capacities and improve systems within the central Ministry of Education, extending efficiency to directorates of education, and schools in the field of partnership and coordination, donor contract management and overall project management processes.

  • Compliance with donor contracts
  • Project management processes, including external technical and financial tracking

Main Tasks And Responsibilities

As the Partnership and Coordination Officer, you will take on the following responsibilities:

  • Ensure an effective and productive working relationship is built and maintained with the Ministry of Education staff
  • Provide high quality technical support, and on-the-job coaching and mentoring support to the MoE/DCU staff in areas of partnership and coordination, and project management
  • Provide inputs and advise on the implementation of the EMIS External Technical and Financial Tracking Tool for MoE/DCU
  • Provide technical support and advice for the full operationalization of the Partnership and Coordination structure of the ESP
  • Provide technical support in the annual monitoring of the current ESP, as well as development of the next ESP (post 2025) including the ongoing Education Sector Analysis
  • Provide technical assistance and support to UNESCO and the MoE for coordination and funding under the Global Partnership of Education
  • Provide technical and strategic support to the Ministry of Education in ensuring alignment of the new ESP and the Economic Modernization Vision (EMV)
  • Participate in the SSP Programme Steering Committee meetings and UNESCO Education team meetings as required
  • Participate in UNESCO Education team meetings to share updates on activities and progress, as required.
  • Draft reports to document the capacity development and technical support provided to the MoE, which identifies achievements, challenges and recommended way forward as requested.

Qualifications

To excel in this role, candidates should possess the following qualifications and skills:

  • Advanced University degree (Master or equivalent) in Education (or a related field).
  • Several years of previous work experience in the field of education, coordination, partnership, and project management, preferably in an international setting.
  • Experience working with national authorities or Ministry of Education staff to provide technical guidance and capacity development support in the field of education, coordination, partnership, planning, and project management,
  • Experience working with different stakeholders, including education donors and partners, and through established coordination mechanisms, such as the Education Sector Working Group, (ESWG) is a strong asset.
  • Familiarity with the Paris Declaration is an asset.
  • Excellent interpersonal and coordination skills; ability and willingness to reach out to partners and stakeholders to improve cooperation and find new areas of collaboration.
  • Excellent communication skills, in both written and spoken English and Arabic is required.
