Job Purpose: Oxfam is seeking an experienced and motivated individual to fill the position of Community Engagement Project Manager. The selected candidate will be responsible for fully managing all community engagement (CE) activities in both Refugee Camps context and the surrounding host communities. This includes ensuring the successful implementation of project activities, meeting targets, and delivering all necessary outcomes.

The Community Engagement Project Manager will lead and oversee Oxfam’s community engagement activities under both Solid waste management and Climate justice programs , coordinating with diverse stakeholders to foster strong community relationships, increase awareness, and drive participation in project initiatives. This role is vital in achieving Oxfam's goals by actively involving communities, building resilience, and promoting sustainable practices.

DIMENSIONS OF THE ROLE

Oxfam views community engagement in Solid waste Management and Climate Justice as a planned and dynamic process that empowers communities and strengthens partnerships with humanitarian stakeholders, thereby increasing the community’s control over the impact of the response. This approach brings together the capacities and perspectives of communities, responders, and other sectors across Oxfam, particularly in Solid Waste Management and Climate Justice.

Oxfam’s Climate Justice work encompasses solid waste management, recycling, litter picking, and broader community engagement activities, with a focus on both refugee camp settings and the surrounding host communities. Within these settings, Oxfam plays a leading role in solid waste management, and is a key provider of Cash for Work opportunities.

This role will be responsible for managing all community engagement elements of Solid Waste management projects in refugee camps and host communities. The Community Engagement Project Manager will provide creative, inclusive, and values-driven leadership to the Solid Waste Management and Climate Justice Program Managers, ensuring that all project activities are effectively delivered in line with community needs, organizational standards, and donor requirements. This includes fostering meaningful engagement with the community, driving the achievement of project targets, and ensuring that the perspectives of local stakeholders are integrated into Oxfam’s programme delivery.

Key Responsibilities

  • Lead and manage Community Engagement projects within the Solid Waste management and Climate Justice programme, ensuring high standards and a cohesive team environment.
  • Oversee recruitment, manage Community engagement team members, and ensure staff perform their roles effectively and professionally according to project needs.
  • Monitor project budgets, approve expenses, and ensure activities align with budget lines and timelines. Oversee procurement and work plans for cost-effective project implementation.
  • Ensure all project targets and deliverables are met, and that progress is tracked accurately within Oxfam’s project management systems.
  • Prepare internal and external reports in coordination with the grants team, ensuring all documentation complies with Oxfam and donor standards.
  • Serve as the primary contact for MOLA and WAJ and lead the implementation of local Solid Waste Management plans in partnership with municipalities.
  • Develop and lead all necessary training materials for Community Engagement initiatives.
  • Work with Oxfam’s Climate Justice, Solid Waste Management, Livelihoods, MEAL, and Gender teams to integrate community engagement inputs and ensure programme quality and donor compliance.
  • Represent Oxfam to partners, donors, and stakeholders, and support advocacy initiatives focusing on Climate Justice.
  • Uphold Oxfam’s principles, promoting gender justice, equity, and safety within the team and community activities.
  • Closely monitor work plans and procurement plans against the budget with a focus on project activities being implemented accurately according to budget lines and time.
  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.

Experience, Knowledge & Competencies

Essential Experience & Skills:

  • Community Engagement & Mobilization: Hands-on experience in an NGO or humanitarian sector role, with a strong emphasis on community engagement, mobilization, and behavior change programming. Demonstrated experience leading community-focused activities, particularly in vulnerable refugee camp settings and hosting communities.
  • Budget Management: Proven experience in managing budgets and developing financial plans for new projects. Strong skills in budget oversight, monitoring, and ensuring strict compliance with donor and organizational requirements.
  • Sector-Specific Knowledge: Prior experience in Water, Sanitation, and Hygiene (WASH) projects is highly desirable, with knowledge of Climate Justice and Solid Waste Management being an asset.
  • Stakeholder Coordination: Demonstrated experience in liaising with key stakeholders, such as government agencies, local authorities, Municipalities Mayors, Heads of CBOs/CSOs and community leaders. Strong diplomacy and representation skills to effectively advocate for project needs and foster cooperative relationships.
  • Leadership & Team Management: Experience in having the project manager roles and responsibilities and establishing and managing diverse teams, focusing on inclusivity across nationality, ethnicity, gender, and age. Proven ability to encourage self-reflection, mutual respect.
  • Strategic Planning & Problem Solving: Excellent planning skills with a focus on creative thinking and strategic decision-making. Ability to navigate challenges, adapt to changing project needs, and solve problems effectively under pressure.
  • Gender and Power Dynamics Awareness: Strong knowledge and understanding of power dynamics, gender issues, and their influence on community engagement and program outcomes.
  • Training & Capacity Building: Experience in developing and implementing training materials, particularly for community engagement activities, and building the capacity of project teams and stakeholders.
  • Interpersonal & Communication Skills: Outstanding interpersonal skills, with a proven ability to work flexibly and collaboratively in demanding situations. Excellent written and spoken English communication skills, essential for internal and external reporting.
