Position Title: Human Resources/Travel Specialist

Base Period (Start and End Date): November 03, 2024 - May 02, 2025 (6 months)

Extension start date: May 04, 2025, for 3 Months

Location: Remote with on-site or in-country support as needed.

TDYs: November 03, 2024 - November 29, 2024 (In-person in Amman, Jordan) February 02, 2025 - February 27, 2025 (In-person in Amman, Jordan)

Position Description

Human Resources:

  • The incumbent provides a full range of effective Human Resources functions to all employees within USAID/Jordan and hosted independent offices, to support mission objectives. These services include: workforce planning, management and administration of the full human resources cycle, position establishing, obtaining approvals and funding, manage classification and benchmarking, budgeting for all PSC personnel including salaries and benefits, issuing solicitations, managing selections, administering contracts management, on-boarding, US staff assignments (i.e. arrival/departure, post protocol and privileges, travel and visas etc.), managing internships and fellowships, handling the recognition and awards programs, managing the new employee orientation, administering official personnel/contract files, processing personnel data and ensuring that accuracy and relevancy of the all HR management systems, and overall Post personnel management support and reporting.
  • In collaboration with the Supervisory Executive Specialist (Deputy to the Executive Officer) the incumbent exercises excellent sound judgment in analyzing, reviewing, interpreting, and applying various policies and programs together with contributing to management decisions through formulation of advice to senior management by insuring compliance with procedural, policy, legal, regulatory frameworks.

Travel Services

  • The incumbent is the focal point for all travel related work, provides in-depth travel advice and recommendations regarding entitlement travel, fellowships, TDY, and training travel, and prepares travel authorizations, considering best practices and a myriad of travel regulations and guidance.
  • The incumbent coordinates with the Travel Management Center (TMC) for all related travel services and includes but is not limited to resolving problems, only referring highly complex and sensitive or precedent-setting issues to the Deputy Executive Officer. As the focal point on travel, the incumbent drafts Mission Orders and Mission travel policy. This high-profile Mission receives frequent VIP and TDY visitors and is often called upon to host events for non-presence countries, such as Yemen and Syria;
  • The incumbent provides logistical support and advice to these visitors and control officers including visa assistance, hotel information, movement, and other travel logistical support.

Experience

  • Five years of progressively responsible experience in managing human resources duties and travel related duties.

Education

  • A bachelor's degree in one of the following fields: Business Administration, Management, Human Resources, Finance, Public Administration, Liberal Arts, or Social Sciences.

Special Requirements

  • Ability to obtain access to USAID network system, experience in MCLASS, ADS309, E2, FS Launchpad, and other USAID HR and Travel related systems.
